Lifestyle village developers plan retail outlets By Sarla Donovan HEATHCOTE COULD have a new dairy by next year. The suburb has been without one since the February 22, 2011, earthquake caused the closure of the Port Hills Rd dairy. The group responsible for the Maltworks Villas development is planning to lodge a consent before Christmas for three retail outlets to be built on Port Hills Rd. PLC Group are building a lifestyle village on the former Maltworks site, comprising 65 villas and townhouses. They plan to build the shops on the northern side of the village and are actively seeking tenants. PLC Group spokeswoman Michelle Tait said they had a dairy that was interested in taking on a shop tenancy. “We are (also) pursuing interest for a cafe tenant on the north end of the shops.” An online listing with real estate agency Harcourts states the shops are to be 103 sq m each (or possibility of smaller floor space if required) and “would ideally suit a corner café, hairdresser, dairy and/ or associated businesses.” •Turn to page 6

Photographic collection reflects peninsula history By Sarla Donovan A 30-YEAR record of life on Banks Peninsula has been donated to the Akaroa Museum. Retired photographer Donald McKay recently gifted his entire collection of photographic negatives to the museum.

Museum collections manager Daniel Smith said the images were an important record of Banks Peninsula life covering the years from about 1950 through to the 80s, a period which was not well-represented in the museum’s existing collection. •Turn to page 8

from the editor’s desk THE BAY Harbour area has lost another of its stalwarts, Barry Kerr (see page 4). Barry was a long-time firefighter in Sumner and well known in other organisations in the area. Forty years ago he helped rescue two students trapped on rocks between Sumner and Taylors Mistake and was awarded a Royal Humane Society medal for his efforts. Two of the students’ friends had drowned while trying to swim across treacherous water. Interestingly, Barry apparently never learned to swim so to take part in an incredibly difficult sea rescue must have taken some courage. We’ve refreshed our masthead and page 2, and there’s more changes in the wind. I’ll keep you posted.

Marriner St property cleared after investigation

Beachville Rd plans need funding By Sarla Donovan REMEDIATION work to fix bare, grassless patches on the Beachville Rd esplanade will take place this week – but funding is still being sought for picnic tables and other amenities. The Redcliffs Residents Association wrote to the city council in October about overgrown grass and landscaping work left unfinished after the Beachville Rd seawall was completed. A few days after the Bay Harbour News published an article about the issue earlier this month, city council contractors mowed the area

but the RRA said other remediation work wasn’t done. City council programme director strategic support, Carolyn Gallagher said last Thursday the grassed area had been too wet for vehicles to access until recently. “The contractor has a backlog of similar work to address in other areas of the city and it is on his programme to complete this month.” She said further developments were planned, and would be based on a concept design incorporating the coastal pathway, which was approved by the Hagley-Ferrymead Community Board in 2015. The development would be

funded by the Coastal Pathway Group from “external donations and grants,” Ms Gallagher said. CPG chairman Scott Babington said the group was currently seeking funding to pay for enhancements. These would include planting, pathway features, picnic tables, seats, rubbish bins, drinking fountains, bike stands and possibly a bike repair station. “Essentially we have plans, quotes and are ready to go as soon as funding allows,” Mr Babington said. RRA secretary Pat McIntosh said when the concept design was approved by the commu-

nity board, further consultation with residents about details was recommended. “Since the basic landscaping has changed considerably between how it looked when the plan was being developed and now the SCIRT works have been completed it will have to be reviewed.” Ms Gallagher said residents would be informed once the CPG had raised the necessary funds. •HAVE YOUR SAY: What do you think of the plans for the Beachville Rd esplanade? By Sarla Donovan A SUMNER property investigated by the city council for accommodation issues has been cleared. In August this year, the city council identified potential noncompliance’s with the District Plan relating to short-term guest accommodation activities at 58 Marriner St. A city council spokeswoman said the situation had now been resolved. “The city council understands that the site is no longer being used for short-term guest accommodation,” the spokeswoman said. The city council said it had “provided guidance to the occupant in relation to District Plan requirements.” The spokeswoman said the investigation was a separate matter from the prior compliance issues at the property. In March this year, following complaints from residents, the city council shut down an illegal hostel being operated at the address by a tenant. A resource consent is required if a property is to be run as a hostel.

News Fuel stolen at Diamond Harbour Fire Station By Sarla Donovan THIEVES HAVE targeted the Diamond Harbour Fire Station, stealing almost 300-litres of diesel. Chief station officer Bob Palmer said somebody had gone to the rear of the station yard on Marine Drive between Wednesday, November 15, and Saturday, November 18. “They’ve smashed the padlock on the diesel taker and siphoned (the fuel off.)” The amount was significant, he said. “It would be quite a lot to carry out in a car.” The station volunteers were upset about the theft, he said. “I’m gutted that our lifeblood – fuel – has been taken.” He said security had been beefed up since the incident and is asking the public to be aware of any suspicious behaviour in the area, and to get in touch if they notice anything unusual. •Anyone with information about the theft can phone Mr Palmer on 027 240 1515

Brave Sumner identity dies Long-time firefighter and Sumner Lifeboat Institute member Barry William Kerr died recently, aged 78. Sarla Donovan reports BARRY KERR was a man of courage and community spirit. The father of two gave 27 years of service to the Sumner Volunteer Fire Brigade and 22 years to the Sumner Lifeboat Institute. He was a former fire station officer, and with his late brother Russel won two national titles in firefighting competitions, as well as many Canterbury titles. In 1967, he was awarded the Royal Humane Society’s bronze medal for helping to rescue two students trapped on rocks between Sumner and Taylors Mistake. The students’ other two friends had been swept out to sea and drowned while attempting to swim across a stretch of water. There was no moon and the incoming tide was breaking onto the rocks, according to a newspaper report of the rescue. On the return journey, Mr Kerr, fellow rescuer John Pickering and the students were in water up to their waists with only a precarious hand hold on

a sheer rock face. Ironically, Mr Kerr had never learned to swim. Leader of the Opposition at the time Norman Kirk wrote a letter of congratulation for his “courage and selflessness” in saving the pair. Mr Kerr died at his Evans Pass home in Sumner on November 4. He was born in Christchurch on January 24, 1939. He grew up in Sumner with father Jack, mother Sybil and siblings Russel, Iris and Lester

and went on to raise his two children Keiron and Gabrielle in the seaside suburb with his late wife Diane. Jack was also a life member of the Sumner Volunteer Fire Brigade, which he joined in 1941. There have been Kerr family members in the brigade continuously since that date. The couple were unable to have children themselves, so both their son and daughter were adopted as babies. Keiron Kerr remembers his

He followed his rugby playing and helped out coaching teams at Sumner Rugby Club when he was a boy. “He was just a good all-round guy and couldn’t do enough for anyone.” Diane ran the household and Mr Kerr went out and worked. A fitter and turner by trade, he worked on the Lyttelton Tunnel in the early 1960s. Keiron said in 2014 his father was invited along to the 50-year anniversary of the opening of the tunnel. “He was one of only a few people who worked on it that were still alive; it was quite amazing really. They asked him to be a guest of honour but dad didn’t like all that stuff and he turned it down.” Mr Kerr also ran his own business for 20 years, Timber Treatments. He and Diane were “sports mad” Keiron said. “They absolutely loved it. In their later years they had their two La-Z-boys side-by-side and they’d watch everything. Rugby was their favourite but they’d watch golf, cricket, anything. They were mad on it.” Mr Kerr is survived by his two children and four grandchildren – Jakob, Alexia, Rhys, and Paige.

Intersection changes will improve flow and safety

TRAFFIC DELAYS on Brittan Tce in Lyttelton have prompted proposed changes to the intersection with Simeon Quay. The city council is seeking community feedback about the proposals, which it hopes will improve traffic flows and pedestrian safety. The proposed changes involve removing the stopping restriction on Brittan Tce to allow vehicles to continue on to Simeon Quay; no entry to Simeon Quay west from Brittan Tce so traffic can flow from Brittan Tce to

The city council said the volume of traffic entering and exiting Brittan Tce from Simeon Quay was a lot greater than straightthrough traffic and the existing intersection layout caused delays on Brittan Tce, with the majority of traffic waiting to turn right on to Simeon Quay. To increase pedestrian safety at the intersection, a continua-

tion of the path from Brittan Tce across to Simeon Quay would be installed, along with new kerb build outs on Brittan Tce and Simeon Quay to slow vehicles travelling through this intersection. Pupils have fun with books GOVERNORS BAY School celebrated Book Week with fun book-related activities. Deputy principal Liza Rossie said the pupils and teachers had a great time and everybody

got involved. Activities included a book fair, quiz, buddy reading, house group teddy bears’ picnic, teacher story swaps, author, illustrator and city

council librarian visits, plus a grandparents’ story share time and morning tea. The grand finale event was the book character parade which proved very popular.

Plan for new classroom block at Our Lady Star of the Sea School Our Lady Star of the Sea School in Sumner has a new classroom block under construction. Once finished, the building will hold two single cell classrooms with kitchen and wet areas. The two classrooms will be the largest in the school. Principal John Kane said the older classrooms would then be turned into an art studio and a learning support centre. The build is expected to be completed early next year. The school will host a morning tea for new entrant parents on Wednesday, December 6, from 9-10am, with the opportunity to look around the school and meet staff.

Mr McKay, 83, grew up on a farm in Le Bons Bay. An only child, he left the farm for three years to attend Christchurch Boys’ High School as a boarder, from 1947-49, where he joined the camera club. “We had some really really good instructors, including Len Casbolt and Frank McGregor. Also I used to spend a lot of time at my uncle Stan MacKay’s as he was the Christchurch Star Sun photographer and his son Ross was a skilled horse racing photographer. I used to admire their beautiful cameras and enlargers . . . I’m not sure what I liked more, the photography or the equipment.” Mr McKay sold his push bike and his best pair of shoes to buy a second hand camera from H.E. Perry in Colombo St. “I used that camera for two or three years, photographing various events, weddings, and children.” He shot his first wedding at 16, “local people.” Returning to Le Bons Bay in 1949, Mr McKay’s passion for photography was a frequent

There’s a whole series of images of sheep getting their tails chopped off; guys holding

knives splattered with blood. It’s an interesting record of a lost way of life.” Fortunately Mr McKay still had his job books which record the content of the pictures. Local researcher Jan Shuttleworth had also already identified many subjects in the photographs by working through negatives digitised by Mr McKay. Nevertheless, cataloguing hundreds of negatives into the Akaroa Museum collection would be a “long process,” Mr Smith said. The museum plans to mount TEAM: William Gebbie with his dogs Don and Dick. Water is warm but the waves are flat Principal instructor at Sumner’s Learn to Surf school, Aaron Lock, writes about the warm conditions and the achievements of local surfers in recent competitions IT FEELS like summer has come early over the past few weeks. The persistent high pressures have made for warm, calm conditions more like January than November. The water temperature has jumped from 13 deg C at the start of the month to about 16 deg C plus now. Unfortunately, the settled weather has meant a lack of swell, There have been some nice clean waves but only in the waist high range. A few good south swells have continued to push up the coast so there have been some decent waves around for those prepared to travel. The peninsula breaks have been packed with 25 cars in the car park at Hickory one day with another 25 at Magnet. The Canterbury primary school champs was hosted in Sumner by local boardriders club, Point Surf Team, a few weeks

ago. The event was a huge success with more than 55 entries. Young surfers travelled from as far as Kaikoura and Waikuku and there was a strong local bunch of young grommets competing too. The waves were small and a strong nor’west wind made conditions challenging but the young surfers rose to the challenge finding some good waves. Local surfers achieved some great results. In the year 5 and under section, Kobe Coleman was first, Troy Aryton second and Poppy Entwisle was the top girl in third. In the year 6/7 girls, Ava Henderson came first, Amelie Wink second, Holly Campbell third and Ruby Armstrong fourth.

Jack Tyro was second in the year 6/7 boys section. Henderson also won the year 8 girls and Wink was fourth. Some great results from all the local team against some strong surfers from out of town. Several local surfers also competed in the national scholastic surf champs. The Canterbury team travelled north to Gisborne for the championships. Sumner’s Caspar McCormick in his first ever nationals styled his way to second in the longboarding division. Thomas Harcourt put in a strong performance to make the semi-final of the under-18 boys finishing seventh. Jordan Sparrow also competed in the under-18s finishing 19th in a tough field. We can look forward to another week of settled weather coming up and hopefully a jump in swell so we can make the most of the warm water. •More sport, page 14

Buskers back for 25th By Bridget Rutherford COMEDIANS, daredevils, dancers, singers and acrobats will hit the streets in January to celebrate the 25th anniversary of the World Buskers Festival. Fifty-five performers representing 14 countries will descend on the city for the annual 10-day festival from January 18-28. Festival producer Tim Bain said its programme was about creating a line-up which reflected the past, while at the same time looked forward to the future. “It’s daring, bold, cheeky, hilarious and world class,” he said. To celebrate 25 years, there will be five headline shows. After making it through to the America’s Got Talent final last year, The Boy with Tape on His Face (right) is coming home to premier his new ideas. Urzila Carlson will perform her new show Unacceptable and the Topp Twins will entertain the crowds with their classic Kiwi humour. A Night at the Musicals, featuring Le Gateau Chocolat, will bring musical entertainment, as will Crossdresser for Christ, featuring Ginger Minj from RuPaul’s Drag Race. New features will include a Buskers Bar and Night Food Market at the Arts Centre every night, a Cabaret Club at the Great Hall, and the Laugh Lounge at Sixty6 on Peterborough. Buskers will also perform

at the Friday Night Food Market in Cathedral Square and in City Mall at lunchtimes outside The Crossing. Festival director Melissa Haberfield encouraged people to embrace the festival and celebrate its 25th birthday. “For 10 days and 11 nights, our city becomes a playground filled with laughter, colour and fun, as street artists and night show performers entertain hundreds of thousands of locals and visitors in a festival like no other.” There will be 13 performance sites, inside and outdoors, including the Arts Centre, Christ’s College and Christchurch Art Gallery among others. More than 200 free day performances will take place around the city. The festival will conclude with the Buskers Best Bits show at the Isaac Theatre Royal on January 28. The 24th World Buskers Festival, held in January, drew a quarter of a million people.

Kilted Colin will perform his family friendly show at 12.10pm, followed by 25-time Guinness World Record breakers, Monsters of Schlock, at 1pm. This duo of daredevils will perform stunts sure to make the crowd both laugh and scream at the same time.

LAUGHTER: The street performances were a crowd favourite at the 24th festival and are sure to wow crowds again on stages outside the Christchurch Art Gallery and the Arts Centre, as well as at Cathedral Square, High St, New Brighton and Lyttelton.

Storey rows to victory in Billy Webb Challenge THE MEMORY of his smash at the turn of last year’s race spurred former Moncks Bay resident John Storey to become just the fourth different winner of the Billy Webb Challenge on the Wanganui River on Saturday. Storey powered away to win the 5.7km race by 14sec from now two-time runner-up Jordan Parry, of Tauranga. Chris Harris – who Storey won gold with in the double sculls at the world rowing championships in September – finished third. ‘Mr Billy Webb’ Mahe Drysdale had to settle for fifth in his first comeback race after a yearlong break from competition. The challenge is named in honour of Webb, who was the first New Zealander to win the world professional single sculls title when he beat Australian Charles Towns on the Parramatta River, Sydney, in 1907.

Storey and Parry were part of the lead group approaching the buoy turn, just as they did 12 months earlier when Parry had

the lead line and Storey miscalculated and bumped into him. This time, Storey had it down pat and swept through the turn,

while Parry was left to rue a momentary hesitation, and Drysdale was trapped outside a wide turning Harris. At the 12min mark, Storey had a comfortable lead, forcing the others to increase their stroke rate earlier than the final 500m dash. Parry was trying to keep up while at the same time keeping an eye on Toby Cunliffee-Steel and Harris, who had the quickest stroke at this point. It was not even close as the group came back towards

SPORTS the leaders, as Storey was comfortably ahead and pumped his fist as he heard the electronic beep at 21min 27sec. Storey had mentioned last year’s collision in the pre-race interviews and showed his determination to get to the clear water first this time. “I think I learnt my lesson from the last one,” said Storey. “The buoys, I thought they’d be more trapeze, but they were more triangle.” While the lactic burn meant his downstream run was not exactly a Sunday cruise, Storey knew he had it in the bag. “I didn’t have to lift my rate, which was good,” he said.

It is with pleasure that I am able to report to our community that Linwood College has had a most positive year. It has been a year of significant thinking and planning as we listen to our community’s input regarding how we should re-develop with our whole-school rebuild. Linwood College is clear-eyed about the forms of education that work for our students and we have this bedrock of understanding through our partnership with our community. Our community views education as the wellbeing of the whole person. All developmentally positive experiences enrich our students’ understanding of whom they are and broaden their outlook. They nurture students’ classroom focus by contextualising their learning and sowing the seeds of positive ambition.

Waitaha Haka Competition Linwood College believes in a ‘pathwayed curriculum’. This means the school, students and families knowing: 1. Students’ learning and skills as they come into LC from our partner primary schools and building on these successes. 2. How the learning at LC connects to what the students want to do when they leave school. “What are my post-school pathways and how does LC help me to achieve these pathways?” In this way learning is meaningful to the individual and strengths-based. At Linwood College the individual matters. Finally, the Education Review Office reviewed Linwood College in the second half of Term 3. The confirmed report is now public and I am delighted to say that the school is back on the three year return cycle. It is a testament to everyone’s collective vision and positive work for our school: Board of Trustees, staff, students, whanau, partner schools and community. Over Labour Weekend, Kimihia Te Matauranga Kapa Haka Group competed at the Waitaha Secondary Schools’ Haka Competition at the Aurora Centre. The group was made up of a combination of students from Linwood College, Christchurch Girls’ High School and three schools from Te Tai Poutini (West Coast), those being Westland College, Greymouth High School and Buller High School. The competition was of a very high standard this year with ten groups competing for a spot at the National Haka Competition in 2018. Kimihia gained placings in the following categories: 1st place in Poi 2nd place in Moteatea/ Traditional Chant 2nd place in Whakawatea/ Exit Song 2nd equal Te Whakahua o te Reo/ Language with Te Pa o Rakaihautu 3rd place in Haka 3rd place in Waiata-a-ringa/ Action Song 3rd place in Waiata Tira/ Choral 3rd place for Hamiora Te Rupe/ Male Leader Kimihia was placed 3rd overall in the competition. We are also very proud of Dayton RapanaPham who was placed 2nd for his Whaikorero/Traditional Speech. Once again, Linwood College’s annual 'Sports Awards' ceremony was a very successful evening. We were lucky enough to have Shane Thrower return to Linwood College as our guest speaker, talking about how sport has impacted his life and the opportunities that it can provide. Richard Edmundson (Principal) and Finlay Laird (Linwood College Board of Trustees member), presented the major awards for the evening. We also had special guests from Christs' College and ARA Institute of Canterbury in attendance. Your Local Views Involving community in climate change The updated 2017 Coastal Hazards Assessment Report has made climate change and coastal hazards a hot topic of conversation, writes Linwood-CentralHeathcote Community Board member, Darrell Latham With the updated assessment report now made public, the focus of debate is how we deal with the risks and how we adapt. A recent city council newsletter to residents about climate change advised that the city council wants to explore the options together with the community to create the best possible future. To that end they are facilitating a series of coastal hazard dropin sessions for the community. I encourage residents and ratepayers to go along and learn about the issues they will need to consider as a community to make Canterbury’s environment, economy and their own coastal lifestyle more resilient to changing coastal pressures. There is time and there are options. The city council consultation must be genuine. In order for the city council

to be understood they must also understand residents’ perspectives. Affected communities carry the cost, be it flooding, lack of development, building restrictions and insurance implications. The focus from here needs to be on adaptation, what scenario we should adapt to and if, when and how we might mitigate risk. Continual building and planning

As a Linwood-CentralHeathcote Community Board member, from my perspective there needs to be a conversation towards finding suitable sustainable development options rather than a continued reliance on current restrictive policies. There are options available that fit in with the wider goal of a resilient city. The 2015 Tonkin and Taylor report on coastal hazards was criticised as

being scientifically flawed. The city council had the report reviewed and we now have the updated 2017 report. This document should be viewed as a living document, which is open to question and improvement. Ratepayers deserve nothing less than the best science and the best city council processes. Your mission: Become informed, don’t be a shrinking violet, ask the city council the tough questions and be proactive.
